Chief Engineer

PURPOSE


REPORTS TO: Master

BASIC FUNCTION: The Chief Engineer is in charge of the Engine Department.

RESPONSIBILITIES:

The Chief Engineer's primary responsibility is the operation and maintenance of the ship's machinery and associated systems, including the waste management systems, and the machinery in the ship's boats.

The Chief Engineer also has the following responsibilities and authorities:

  • He shall be thoroughly familiar with all company environmental policies.
  • He shall ensure that all official log books are properly completed and that his staff understands that each entry shall, and must be, accurately and fully completed.
  • He shall ensure his Watchkeeping Engineers maintain proper communication with the bridge officer to ensure correct position before beginning overboard discharge of waste streams.
  • He shall work in full cooperation with the environmental regulations to ensure compliance with policies and directives to safeguard the environment.
  • He shall ensure that all environmental systems & machinery within his department are operated and maintained to corporate standards

  • He shall ensure that all waste streams within his department are properly treated and disposed of following applicable international regulations and company requirements.
  • The organization and performance of the personnel assigned to the Engine Department.
  • The safety, material condition, cleanliness, fire prevention and emergency preparedness and response in the Engine Department spaces.
  • Custody of the Engine Department’s drawings and technical manuals, including notation of all changes and modifications.
  • Maintaining the machinery periodically through the Planned Maintenance System.
  • Daily account of bunkers, fuels, and oils. Provides the Deck Officer this information for calculating trim and stability.
  • Maintaining the engine logs as required by the applicable regulations.
  • Management, budgeting and controlling the requisition of spare parts, supplies and equipment for the Engine Department.
  • He shall maintain cost control for his crew operating expenses, overtime, traveling expenses and training expenses within budget constraints and utilizing proper planning to ensure all work is done and personnel are trained in an efficient manner.
  • Maintenance of all records, accounts and reports required of the Engine Department.
  • The instruction and training of the department personnel. Ensure all personnel are fully trained with their emergency assignments and are familiar with the fire fighting appliances in the Engine Department spaces.
  • He shall routinely review his staff’s training records ensuring each has been properly trained according to requirements. He shall arrange his staff accordingly to ensure that all training requirements are met in a timely manner.
  • Delegation of duties to subordinate officers to provide training and experience to each officer. To encourage interest and a sense of responsibility in the crew, suitable job variation shall be arranged whenever possible.
  • Establishing an appropriate watch arrangement and that effective instructions and routines are prepared and carried out.
  • To be present in the engine room during maneuvering, drills and emergencies unless relieved by a senior Engineer.
  • To advise the Master well in advance if the Engine Department will not be ready by departure time.
  • As the technical advisor to the Master and other Department Heads, ensure that routine checks are made of all ship's equipment, and when required carry out maintenance and repairs in other departments.
  • Ensuring no work commences which would disable propulsion, auxiliary or other vital equipment or systems without permission from the Master.
  • When finding it desirable or necessary to stop an engine or reduce revolutions, prior advice to the Master shall be given whenever possible.
  • The Chief Engineer shall acquaint the Chief Engineer Jr., and to a lesser extent the other engineering officers, with all aspects of his duties and responsibilities, and keep them generally informed of the condition of the Engine Department.
  • The Chief Engineer shall give his orders directly to the Watchkeeping Engineer.
  • Member of Shipboard Executive Committee

Mechanical and Operational responsibilities include:

  • Bilge water separator and monitoring equipment
  • Storage and disposal of sludge
  • Treatment and disposal of sewage (black water)
  • Disposal of gray water
  • Handling and disposal of garbage
  • Segregation of storage
  • Process in crushers, compactors and incinerators
  • Oil Transfer from/to the ship
  • Storage of bilge water
  • Maintaining and sign the Engine Log Book and the Oil Record Book
  • Port condition/sea condition change in condition and log the time
  • Oil pollution emergency response planning
  • Maintain fuel/diesel oil overflow tank empty
  • Train crew members assigned to handle, store, transfer fuel oil/diesel oil and hazardous liquid and respond to spills

When the automated safety shutdown systems are inoperative, it is prohibited to operate the main propulsion engines and auxiliary engines, except in extreme operational emergencies, and then only with the concurrence of the Master.

The Chief Engineer shall keep the Master continually informed of all aspects of the operation of the Engine Department, including significant personnel matters.
