Chief Officer Safety

PURPOSE

BASIC FUNCTION: The Chief Officer Safety, in conjunction with the other marine officers, should train the crew members in their Emergency duties. Together, they shall enforce compliance of international rules and regulations, governed by SOLAS the Flag State, the Port State and the Classification Society. The Chief Officer Safety shall report directly to the Staff Captain the outcome and result of the training.

The Chief Officer Safety's duty hours shall allow continuity and efficiency in the safety training of the crew and maintenance of the lifesaving equipment.

QUALIFICATIONS:

The Chief Officer Safety's qualifications shall conform to all international and national conventions and regulations and shall have a Chief Mate Unlimited License. He/She must have attended an advanced fire fighting course, in accordance with STCW AVI/3. He/She should also have practical damage control experience and a working knowledge of accident prevention and investigation methods. He/She should possess good communication skills, both verbal and written. He/She should have served as 1st Officer in all three specialties (Firefighting, Lifesaving & Navigation) for at least one contract each. A basic knowledge of computers is also necessary for this position.

RESPONSIBILITIES:

The Chief Officer Safety shall develop a thorough understanding of the vessel's and company's safety, quality and management program(s) and his/her responsibilities in the Safety Organization according to the Emergency Plan and Station Bill.

The Chief Officer Safety shall be familiar with the entire shipboard organization and work closely with all Department Heads and Supervisors. He/She shall cooperate with the other marine officers, for the maintenance of the equipment, and in maintaining good order and conduct throughout the vessel at all times.

Navigational Duties:

The Chief Officer Safety shall maintain a working knowledge of all Bridge Equipment and shall, when time allows participate in Navigational duties as the Master sees fit.

Training and Maintenance:

The Chief Officer Safety shall, in cooperation with the Deck and Engine Departments, conduct training, inspections and tests of the following:

Inspection of the fixed fire fighting systems. (Halon, CO2, sprinklers in the separated areas such as paint lockers, gift shop store rooms, galleys, dressing rooms, stages, etc.). The technical function and maintenance, including Maintenance system registration, shall be the responsibility of the Engine Department.

The Chief Officer Safety in conjunction with the Refrigeration Engineer(s) should train the galley personnel in the use and function of the Gaylord System. He/She shall ensure that the galley personnel understand the operation of the system and the procedures in case of fire in the galleys. Technical maintenance and inspections, including Maintenance system registration shall be the responsibility of the Engine Department.

Whenever needed, he/she shall get assistance from the Staff Captain and Chief Engineer for technical or other problems that need special skills or personnel.

He/She is responsible for the mobile stations and air filling stations. He/She shall ensure that all equipment in these stations is ready for immediate use and is properly stowed and marked. He/She is responsible for keeping the maintenance and inventory records of the equipment in the maintenance program, and shall ensure proper documentation and replacements as required by applicable regulations and internal policies. He/She shall also ensure proper operation of both portable and fixed equipment. He/She shall see that air from each compressor is analyzed for its quality annually by a qualified laboratory. The technical function of the compressors is the responsibility of the Engine Department, and they shall carry out and track maintenance in accordance with the manufacturers' instructions.

He/She shall train the crew in the use of the fire fighting and damage control equipment, the operation of the ship's fire pumps and fixed fire detection and extinguishing systems. The Chief Officer Safety shall produce a draft monthly drill schedule, which shall include (but not limited to) which lifeboats are to be launched for exercises, fire drills, life raft preparation in smaller groups, and other safety training as required. This schedule shall be presented to the Master and the Staff Captain for approval so that the crew members can prepare themselves for the respective drills and training sessions according to their working schedule.

The Chief Officer Safety shall ensure that training in smaller groups is carried out frequently to get more efficient results.

Damage Control and Oil/Chemical Spill Response are an important part of the Safety and Environmental Protection, and drills should be carried out at least once every month. The Chief Officer - Safety shall verify that the Oil/Chemical Spill response equipment is in place and ready for use, and that the mobile teams are trained and exercised. In this respect the Chief Officer - Safety shall work in close conjunction with the Chief Officer and the Environmental Officer.

The Chief Officer Safety shall give safety lectures to new sign-ons regarding the shipboard safety organization and emergency response duties and ensure the pre-departure familiarization is completed as described in the Human Resources manual. The Chief Officer Safety shall ensure that personnel are qualified for the emergency duties assigned to them.
The Chief Officer Safety shall, in conjunction with the Hotel Director, Chief Officer, Watchkeeping Officers and the Security Officer, conduct the "Minimum Training Requirements for Personnel Nominated to Assist Passengers in Emergency Situations on Passenger Ships," required by NMD.

Accident Incidents and Non-Conformities - Investigation and Reporting:

The Chief Officer Safety shall also investigate and follow up on accidents, incidents, and non-conformities and update the designated computer databases(s).

The Chief Officer Safety and Security Officer shall work in close cooperation in matters concerning accident prevention.


The Chief Officer Safety shall also be responsible to the Staff Captain for ensuring that there are enough crew members certified for operating survival crafts according to SOLAS and the Flag State requirements. The main responsibility of the crew training in life boat handling, for certification of the crew, falls upon on the nautical officers. This requirement does not excuse the Chief Officer - Safety from this training.

Other Responsibilities:

The Chief Officer Safety shall, in conjunction with the other marine officers, ensure that the security at the gangway is monitored always.

The Staff Captain shall establish a working schedule for the Chief Officer Safety.
